    Design/Build Consolidated Operations Center, Marine Corps Air Station, MCB, Camp Pendleton, CA

    This was a design/build project to provide a two-story Consolidated Operations Center for Marine Air Group (MAG) 39, the largest Marine Air Group in the United States Marine Corps. The facilities are of permanent construction and designed to have a life expectancy of a minimum of 50 years. The building has a total area of 11,400 gross square feet and was designed as an energy efficient, environmentally responsible, and user-friendly facility, while reflecting the command-level nature of the activities housed within.

     

    Design/Build Repair/Renovate Building 210730, Field Medical Training Battalion, Marine Corps Base, Camp Pendleton, CA

    The project consisted of the renovation of a 23,000 square foot, two-story facility for the Field Medical Training Battalion located in Building 210730 at Marine Corps Base, Camp Pendleton, California. The scope of work included the redesign of the offices and restrooms, a new standing seam metal roof and sloped roof structure, and a state-of-the art new audio-visual system.

     

    SOF Military Operations on Urban Terrain (MOUT) Training Complex, San Clemente Island, CA

    The work for this project included the construction of a MOUT (Military Operations on Urban Terrain) Training Complex comprised of eight (8) buildings ranging in size from one-story to five-stories. The buildings were constructed of CMU wall construction with concrete slab-on-grade and precast concrete planks on upper floors and roof deck with concrete topping slabs. The buildings were constructed to mimic typical Iraqi buildings to allow training at San Clemente Island.

     

    NCIS Building 91 Renovation, Naval Air Station North Island, San Diego, CA

    The project scope was to design and construct new administrative and training facilities for Naval Criminal Investigative Services (NCIS), which needed to be relocated from another building. The project had a tight timeline in that the relocation had to be completed by October 31, 2004, i.e. in seven months from the date the RFP was issued. Design/build of the shell was scheduled for 150 days, with the remaining two months allotted for installation of furnishing and workstations. The original awarded scope included the preparation of a Comprehensive Interior Design (CID) Plan that was subsequently modified to include the procurement and installation of the systems furniture and all furnishings. This provided a realistic delivery method to meet the project schedule while maintaining design quality and single point of design/build turnkey responsibility.

     

    Design/Build Expand Parking Structures 608 & 636, Naval Sub Base, San Diego, CA

    Work included seismically upgrading walls and columns, installation of steel brackets and miscellaneous structural repairs to meet current seismic codes. Work also included additional electrical and mechanical (standpipe system) utilities, paving and site improvements.

    The project was originally envisioned as adding one additional level each to two existing structures. During the design phase, it was mutually agreed that adding two levels to Parking Structure B608 would be acceptable.

    The scope included selective demolition of the existing structure, structural retrofit, construction of several 22’ tall cast-in-place walls and columns, erection of two stories of columns and walls including spandrels and girders, the placement of 60,000 square feet of concrete decks and two floors of structural steel railings.

    160 parking spaces were added to the existing capacity of 245, for a total of 405 spaces. The existing supporting facilities outside of the building consisting of site utilities (electrical and storm sewer) and pedestrian circulation system remained with no alterations.

     

    Repairs to Various Storm Damaged Buildings, Camp Pendleton, CA

    This project consisted of construction three interrelated designs for repairs and alterations to storm damaged Buildings 2331, 23312, 23118, 23119, 2378, 23126, 12127, 23105, 23135, 23157 and 23126; physical relocation of Building 2331; and construction of Native Tree Park.

    This project was awarded the ConstrucTech Vision Award for innovative use of technologies in construction.

     

    Design/Build Integrated Communications Hub Facility, MCB, Camp Pendleton, CA

    This project involved the design, grading, drainage and demolition plans for the placement of an Integrated Communications Hub at Camp Pendleton. The facility is a 19,966 square foot, two-story masonry veneer and structural steel building with metal roofing system. The newest seismic regulations, outlined in TI-809, were followed in the structural design. This was one of the first buildings to utilize the new TI-809 requirements on the West coast. The building consists of offices, classrooms, a computer lab and operational spaces. The project also includes a walkway over an existing open channel. New parking lots and landscaping were included in the design.

    This project received an Outstanding rating from the Dept. of the Navy and was awarded a Certificate of Commendation from Associated Builders & Contractors.

     

    Design/Build Armory Expansion, Building 210674, Del Mar Area 21, MCB, Camp Pendleton, CA

    This project was to design/build a new 10,903 square foot addition and 3,401 square foot renovation to an existing Weapons Armory Building, in compliance with military physical security requirements. This was a “Fast-track” project; the civil design was accomplished and work began on the site prior to the entire design package being complete.

    This project received a rating of Above Average from the Dept. of the Navy.

     

    Santa Margarita Ranch House Landscaping, MCB, Camp Pendleton, CA

    This project consisted of irrigation, planting and landscaping on a highly visible, historical facility for the base Commanding General. The scope of work involved landscaping the yard at the historic Santa Margarita Ranch House to repair damage from the recent construction of a levee. This project was extremely time sensitive, as it had to be completed prior to the established change of command. This project not only received a rating of “Outstanding” from the Dept. of the Navy, but it also received written praise from the USMC General for the quality of the work and the manner in which it was performed.

    This project received a rating of Outstanding from the Dept. of the Navy.

     

    Design/Build Loop Fire Water Main, Camp Pendleton, CA

    Design/Build of ductile iron pipe mainline/PVC laterals and cathodic Protection for entire length of MCAS Camp Pendleton required extensive research of as-built drawings, research of visible site improvements, extensive pot holing and understanding of base operations. Constant coordination with FMD, base water departments, design partner and major subcontractor provided best engineering solution to a complex installation currently being installed.

    Communication between government officials, design consultants major subcontractor, material suppliers and industry representatives ensured final design was possible within restraints of original RFP. I.E.-Pacific self-performed site repairs (i.e. concrete, fencing, landscaping, etc.), small diameter piping, scheduling, quality control and management.

    The project was broken up into nine phases to minimize disruption to the potable and firewater service at MCAS Camp Pendleton. Each phase ware required to be tested and accepted prior to beginning work on the next phase. The phased schedule had to be modified numerous times to accommodate other construction projects and to modify outage dates as requested by PWC.

    This project received a rating of Outstanding from the Dept. of the Navy and was awarded an Excellence in Construction Award from Associated Builders & Contractors.

     

    Cottonwood Creek Park, Encinitas, CA

    New construction of an 8-acre park encompassing six (6) different phases/areas:

    Park Improvements Phase/Area included; earthwork, underground utilities, pedestrian bridges, gazebo, restroom building, retaining walls with boulder veneer, tennis court, basketball court, site lighting, a boulder stream, colored concrete, site furnishings, irrigation and landscaping, turf area, iron railings, asphalt and concrete paving and signage.

    Wetland/Riparian Zone Phase/Area included; earthwork, extensive dewatering, 96” CMP storm drain, creation of a wetland area, site utilities, pre-stressed concrete piles, structural concrete, structural steel, bridge, wood decks and railings, pond, retaining walls with boulder veneer, irrigation and landscaping, hydro-seeding and site lighting.

    War/Peace Memorial Phase/Area included; earthwork, site utilities, stone walls, water fountain feature, war plaque, flag poles, site concrete, pavers, concrete stairs with pavers, site lighting, irrigation and landscaping.

    Playground Phase/Area included; water/sand play structure, climbing rock, playground equipment, resilient rubberized surface, colored concrete, concrete paving, and retaining walls with boulder veneer.

    Intersection Phase/Area included; earthwork, demolition, underground electrical and utilities, modular concrete retaining wall, concrete sidewalks, modifications to existing traffic signal equipment, new traffic signal, asphalt paving, striping and signage.

    Street and Public Improvements Phase/Area included; street demolition, RCP storm drain, masonry retaining wall, stainless steel retaining wall, site concrete, new street light and base, asphalt, striping and signage. Water, Sewer and Electrical Improvements Phase/Area included; demolition of existing water, sewer and electrical utilities, new PVC water main, sewer bypass, PVC sewer main, and new underground electrical.

    This project received a Project of the Year Award from the American Public Works Association.

     

    Design/Build Facilities ATFP Projects, Camp Pendleton, CA

    Work consisted of improvements and security Improvements at three sites: Del Mar Gate House, San Onofre Gate House and Pulgas Gate.

    Work at Del Mar Gate included one masonry guard house, one masonry sentry posts and sign, jersey barriers (575 LF), concrete, irrigation and landscape, traffic signal, underground site utilities, fencing, flagpoles, asphalt (7,500 SF) and striping.

    Work at San Onofre Gate included one masonry guard house, two masonry sentry posts and sign, jersey barriers (775 LF), concrete, irrigation and landscape, traffic signal, underground site utilities, fencing, flagpoles, asphalt (3,600 SF) and striping.

    Work at Pulgas Gate included jersey barriers (150 LF) and one inspection lane with four overhead lights.

    This project received a rating of Above Average from the Dept. of the Navy.

     

    Design/Build Ground Combat Training Range, MCAS Miramar, CA

    The project scope was to design and construct a Certified Pistol Range (50 yards in length and 25 Shooting Lanes), and Administration and Training Facilities to support the new range and the existing Rifle Range. All facilities were built to be sustainable, non-combustible, permanent construction to have a life expectancy of a minimum of 20 years. Design features included slab on grade, masonry walls, metal roofing, heating/ventilation/air conditioning, day lighting, concrete walkways, vandal-resistant and sound rated doors and windows. Additionally, a 10,000-gallon water tank and hydrant was provided for fire protection of these structures. Project also included grading, erosion control, impact and sight berms, site improvements, parking, site utilities and anti-terrorism/force protection.

    This project was constructed in East Miramar without the support of utilities normally provided by the Government. No water and very limited electricity was available. All water for earthwork, concrete finishing and clean up was trucked in and stored on site. Electricity was not available to a large portion of the site so generators were utilized. Distances to the site were carefully calculated and mix designs were adjusted to ensure concrete was delivered within specified parameters.

    This project received a rating of Outstanding from the Dept. of the Navy and an Award of Merit from Associated Builders & Contractors.

     

    Repair/Renovate Bachelor Enlisted Quarters, Building 210632, Camp Pendleton, CA

    Complete rehabilitation of three-story, 93-unit barracks building. Work on this project included the completed demolition of all existing utilities, mechanical, electrical, roofing, interior walls, doors, windows and finishes. The only existing component remaining for reconstruction was the masonry shell. New construction consisted of the addition of a pitched standing seam metal roof, over metal decking, over structural steel framing. All interior living spaces were redesigned to allow for private walk in closets, a common vanity area with private shower and toilets rooms attached, the living spaces were conditioned by the use of heating hot water, fan coils and a central air-handling unit. All lighting specified was to be fluorescent type controlled by motion sensors to reduce energy usage. Life safety improvements consisted of the addition of wet pipe fire sprinklers monitored by a state of the art fire alarm system. Additionally, all new windows and doors were brought up to current ATFP requirements.

    This project received a rating of Outstanding from the Dept. of the Navy.

     

    Lifeguard Tower Replacement and North Beach Restroom Facility, Coronado, CA

    This project consisted of constructing a new replacement tower at Central Beach as well as a new restroom facility at North Beach. Demolition included the original tower structure, foundation, site work, and site utilities, as well as asbestos and lead paint abatement. The new masonry and concrete lifeguard tower stands 3-stories tall and includes precast concrete pilings for the foundation. During construction an emphasis was placed on the quality of the architectural design such as fixtures, railings, finishes, and copper roofing to compliment the nearby Hotel Del Coronado. The new men and women’s public restroom brought a much needed 740 square foot facility to North Beach.

    This project received an Award of Merit from the American Society of Civil Engineers.
