The project scope was to design and construct new administrative and training facilities for Naval Criminal Investigative Services (NCIS), which needed to be relocated from another building. The project had a tight timeline in that the relocation had to be completed by October 31, 2004, i.e. in seven months from the date the RFP was issued. Design/build of the shell was scheduled for 150 days, with the remaining two months allotted for installation of furnishing and workstations. The original awarded scope included the preparation of a Comprehensive Interior Design (CID) Plan that was subsequently modified to include the procurement and installation of the systems furniture and all furnishings. This provided a realistic delivery method to meet the project schedule while maintaining design quality and single point of design/build turnkey responsibility.
